Quick answer
Page assembly and form filling are separate operations. Start with order-source.pdf: a fictional two-page US Letter document, with ORDER on page 1, PACKING LIST on page 2 and one editable field named Reference. Keep this source intact; it is intentionally small enough to inspect completely.
Step by step
In PDF pages, add the source and use Move up on the second page. Download the result and reopen it: PACKING LIST must come first and ORDER second. For filling, open the original in Fill PDF, enter DEMO-1001 into Reference and download a separate copy. Use the original because page copying need not preserve the document’s interactive form structure.
Common mistakes
Password-protected or damaged files may be rejected. A scanned page does not become an editable form just because it looks like one; use positioned text when appropriate. Rebuilding a signed PDF can invalidate its signature. A handwritten mark in this tool is only a visible annotation, not identity verification or a certificate signature.
Completion check
Check both pages of every export, not only its thumbnail. Compare page count, order, orientation and text. The provided reordered copy illustrates page order; the filled reference copy retains its editable field, while the website’s filling export flattens filled values into the document. Verify the visible Reference value and confirm whether your receiving workflow requires editable fields. These files were software-checked, not physically printed.

Decide whether you need pages, editable fields or a signature
A two-page order packet is easy to rearrange, but its visual appearance does not reveal every document feature. Before editing, ask what the recipient needs: the printed appearance, editable fields, searchable text, or a valid digital signature.
